How issuer freezing actually works
- USDT (Tether): centralized blacklist on every supported chain. Frozen tokens become non-transferable from the listed address (existing balance preserved, future inflows go through but cannot be moved out). Tether publishes notable freezes on its newsroom.
- USDC (Circle): Circle has freeze and burn capability under its terms of service for sanctions and law-enforcement compliance. Typical use is in response to OFAC designations and US-court orders.
- Typical timeline: 24–72 hours on a properly-formed LE-supported request. Private-party requests without LE backing can take weeks — or get no response at all.
- The freeze is reversible only by the issuer. Recovery of frozen funds usually still requires a court order (the freeze preserves the balance, it does not return it to the victim).
